  Sanitation for Urban Poor
The programme of construction of community toilet blocks in slums had been undertaken by the PMC for more than 30 years. However, considering the magnitude of the problem, the number of blocks built was miniscule. Secondly, costs were high because of the involvement of contractors. Thirdly, in the absence of community involvement at any stage, existing toilet blocks fell into disuse, became diapidated and municipal conservancy staff could not maintain them. As a result, people had to suffer the indignity of having to defecate in the open and the incidence of diseases like diarrhoea was higher in slum areas. The surrounding environment was polluted, leading to the spread of other diseases.
